It is the democracy that recognizes the diverse cultures and worldviews that exist in the peoples, it is the full exercise of their fundamental human and social rights. This conception contributes to the development of intercultural public policies and cross-cultural public management. In this democracy the fundamental factor is the multidimensionality of the human (biological, cultural and spiritual), in a multiferencialidad of the reality, being the fundamental factor of these relations the complexity.
